Will Williams be suspended for another horse-collar tackle?

Dallas Cowboys safety Roy Williams, whose horse-collar tackles led to the NFL making them illegal, did it again Monday night and some are wondering if he deserves a suspension.
Williams, who has already been fined $12,500 for a horse-collar hit earlier this season, avoided a penalty but another fine appears a certainty and maybe a suspension?

Horse Collar Rule
My understanding of the rule is that the offending player has to use the back of the collar (and/or sholder pads) and then slide their body into the legs of the player being tackled.
If you watch the replay, Roy did not make contact with the players legs. Roy slid his body around the side of the player being tackled.
Thats why their was no flag thrown. Its more likely that the NFL will fine T-new for helmet to helmet contact on the same play.

by Roy williams, there is no doubt about it. He grabbed the back of the shoulder pad and rode the players legs, he should be fined as well as Newman with the leading with his helmet on the same play.

The refs didn't call it
It looked like a horse collarbecause of hand placement, except I didn't see the Bills players get yanked backwards. I thought they were going to call a late hit out of bounds on TNew , he definitely layed the guy out with a helmet to helmet.
But who gives a shit. Fine them all you want, they can afford it.
