In what is now being reported by multiple sources, ESPN's Adam Schefter initially reported that the Cowboys and Redskins will be penalized by the League for allegedly front-loading contracts during the 2010 uncapped year.
Cowboys lose $10 million in cap space, Redskins lose $36 million in space. Can split it over 2012 and 2013 any way they want. More at ESPN.

How the league can retroactively hand out penalties for contracts they initially approved is completely beyond me, but I guess we'll find out how this logic works over the coming days.
According to Shefter's reports, the cap space being taken away from the Cowboys and Redskins will be liberaly reapplied to 28 other teams, excluding only the Saints and Raiders from this salary cap windfall. Each team is apparently set to receive an additional $1.6 million in cap space.
