Non-exclusive Franchise Tags



Help me understand the following?

A "non-exclusive" franchise player is permitted to negotiate with other teams while he's trying to reach an agreement with his old team. His old club has the right to match any new team's offer, or it can let him go and receive two first-round draft choices for the player instead as compensation.

Why wouldn’t teams use this more? For instance – If the Cowboys did the following:

Should the Cowboys wait this year to pay Dak and then throw the Non-Exclusive Franchise tag and let someone else pay and send 2 first’s. Another position would be to get better contract for "The Team". Then the same with Zeke the following year.

If team’s were bad enough with enough cap space, then for the sake of discussion, would leave the following drafts: If they were both signed before the draft, if not it rolls over to the next seasons,

2020 2 first round picks

2021 3 first round picks

2022 2 first round picks

That would be 4 additional first round picks for players that were first and fourth round picks.

I realize the optics it sends to other players and we have discussed variances on values for ad nauseum on BTB, also why both are game changers, franchise leaders, etc, and no other teams have used it for other premium players, then why is this not another tool in the toolbelt for Dallas Cowboys as well as others to meet cap restrictions?
